- Employment First Act & Ending Subminimum Wage: May 23, 2022
https://www.scstatehouse.gov/sess124_2021-2022/bills/533.htm- On May 23, 2022 (S.533), a bill to end subminimum wage in South Carolina, was signed into law by Governor Henry McMaster following years of grassroots advocacy by Able SC and partners. South Carolina became the third state in the Southeast and the thirteenth in the nation to pass legislation, breaking from federal law by ending subminimum wage.
- Part of the bill’s successful passage included an amendment to combine S.533 with the Employment First Initiative Act ( H.3244). “Currently, South Carolina has one of the highest unemployment rates for people with disabilities. Dated policies and lack of coordination have withheld opportunities for individuals with disabilities to succeed in the workforce,” said Kimberly Tissot, CEO of Able SC.
- Persons with Disabilities Right to Parent Act: May 11, 2017
https://www.scstatehouse.gov/sess122_2017-2018/bills/3538.htm- On May 11, 2017, South Carolina Governor Henry McMaster signed House Bill 3538 which amended South Carolina Code to add a new chapter, the “Persons with Disabilities Right to Parent Act”. Able SC worked with partners including the Department of Social Services (DSS) and Protection and Advocacy for People with Disabilities, Inc. to draft a bill that codified best practices for ensuring the protection of the rights of individuals with disabilities.
- Bill of Rights for Handicapped Persons

- SECTION 43-33-520. Guaranteed opportunities.
- The opportunity to obtain housing, full and equal use of public accommodations, public services, and to make use of educational facilities without discrimination because of a handicap is guaranteed by this article and is a civil right
- ANSI 117.1 first edition was published in 1961 and South Carolina was the first state in the nation to adopt it as their code in 1962.

BILLS SEEKING SUPPORT:
- S. 862, DSS- Childcare Center Caregiver
https://www.scstatehouse.gov/sess125_2023-2024/bills/862.htm- Right now, to work in childcare in South Carolina, you must have a High School Diploma or GED.
- The bill, s.862, would make it so that people with disabilities who have the SC High School Employability Credential or HS Certificate of Attendance could be hired to work in childcare.
- This would create more jobs for people with disabilities in a state that ranks #9 in the nation for highest unemployment for people with disabilities.
- S. 915, “Public Health/Agency Restructuring Bill”
https://www.scstatehouse.gov/sess125_2023-2024/bills/915.htm- South Carolina continues to ignore national laws. People with disabilities in SC are at risk because the state doesn’t completely follow the Americans with Disabilities Act (ADA). The ADA has been law for 34 years. Our state didn’t follow a Supreme Court ruling about our rights to live in the community. The ruling, called the Olmstead Decision, was made 25 years ago.
- Supporting the bill S.915. The bill would make a disability-focused department.
- S.915, called the “Public Health/Agency Restructuring Bill,” would:
- Make community living goals
- Make sure state agencies are following the law
- Create a committee that includes people with disabilities to offer advice to the department
- Pick a state ADA Coordinator
- S.915 would make sure our state is following the ADA and 1999 Olmstead Decision.
- S.915, called the “Public Health/Agency Restructuring Bill,” would:
